CIREBON — Universitas 17 Agustus 1945 (UNTAG) Cirebon held a Socialization Activity on the Improvement and Fostering of Lecturer Academic Positions (JAD) on Monday, May 18, 2026. This strategic activity presented the main speaker, the Head of the Higher Education Service Institution (LLDIKTI) Region IV for West Java and Banten, Dr. Lukman, S.T., M.Hum., who gave a comprehensive presentation on the fostering, professional development, and careers of lecturers in the higher education environment. This event was attended by the entire leadership ranks and lecturers within UNTAG Cirebon with full enthusiasm.
The socialization, which took place at the UNTAG Cirebon campus, was attended by the Chairman of the Universitas 17 Agustus 1945 Cirebon Foundation, Prof. Dr. Dey Ravena, S.H., M.H., the Rector of UNTAG Cirebon, Vice Rectors, Deans and Vice Deans, Heads of Study Programs, as well as Lecturers within UNTAG Cirebon. The presence of all leadership elements and educators demonstrates the institution’s seriousness and commitment to encouraging the acceleration of lecturer academic position promotions as part of the effort to improve the quality of higher education.

Rector’s Remarks: Academic Position as an Indicator of Professionalism
In the opening remarks, the Rector of Universitas 17 Agustus 1945 Cirebon expressed gratitude for the implementation of the activity, which is considered very crucial for the institution’s future. The Rector welcomed and expressed profound gratitude to the Head of LLDIKTI Region IV, Dr. Lukman, S.T., M.Hum., who took the time amidst a busy schedule to provide guidance and enlightenment regarding the latest policies on the management of lecturer functional positions.
“An academic position is not merely a title or mere administrative fulfillment. It is an indicator of professionalism, competence, and integrity of an educator in higher education,” the Rector emphasized before the audience. The Rector added that the promotion of positions from Expert Assistant, Lector, Head Lector, to Professor is tangible proof of a lecturer’s contribution in implementing the Tridharma of Higher Education, which includes education, research, and community service.

Furthermore, the Rector explained that the collective improvement of lecturer academic positions will have a direct impact on three important aspects of the institution. First, the improvement of study program and institutional accreditation, which heavily relies on the composition of lecturers with high academic positions. Second, the improvement of teaching quality, which will provide great benefits for students. Third, the improvement of UNTAG Cirebon’s scientific reputation through quality research and publications produced by continuously developing lecturers.
On that occasion, the Rector also expressed the hope that all lecturers can understand the latest regulations, especially the transformation of the credit score assessment system and data integration in the Integrated Resource Information System (SISTER). She closed her remarks with an invitation to make this activity a starting point to accelerate the increase in the number of Head Lectors and Professors at the beloved UNTAG Cirebon campus.
Presentation by the Head of LLDIKTI Region IV: Implementation of Permendiktisaintek No. 52 of 2025
Entering the core session, Dr. Lukman, S.T., M.Hum. as the Head of LLDIKTI Region IV West Java and Banten delivered a presentation with the theme “Fostering and Development of Lecturer Professions and Careers”. In his presentation, the resource person explained in detail the substance of the Regulation of the Minister of Higher Education, Science, and Technology (Permendiktisaintek) Number 52 of 2025 concerning the Profession, Career, and Income of Lecturers, which serves as a new foundation in the management of lecturer functional positions in Indonesia.
Dr. Lukman explained that based on Article 3 of the regulation, the Lecturer Academic Position (JAD) consists of four levels, namely Expert Assistant, Lector, Head Lector, and Professor. Each level has different and tiered requirements, qualifications, and obligations. He emphasized that a complete understanding of this regulation is an important asset for lecturers to plan their academic careers in a structured manner.

Regarding the mechanism for job promotion, the Head of LLDIKTI Region IV explained three main schemes. The first scheme is Regular Promotion, which is an increase of one level in the academic position sequentially. The second scheme is Job Leap (Loncat Jabatan), which is the acceleration of an increase by two levels at once intended for lecturers with extraordinary achievements. The third scheme is Adjustment, which is the recognition of positions already held before the person concerned became a Civil Servant Candidate (CPNS) or permanent lecturer.
Tridharma of Higher Education and Lecturer Workload
Dr. Lukman underlined that the implementation of the Tridharma of Higher Education is the main mandate that must be carried out by every lecturer. The Tridharma includes planning and implementing learning, learning evaluation, guiding and training students, conducting research, as well as carrying out community service. All of these activities must be carried out in a balanced and proportional manner according to the competence and job level of each lecturer.
In accordance with Article 24 and Article 25 of Permendiktisaintek No. 52 of 2025, the Lecturer Workload (BKD) is determined with a minimum requirement of 3 Credits (SKS) for the education sector and a maximum of 16 Credits for the total Lecturer Workload per semester. The determination of this workload aims to ensure that lecturers can carry out their academic duties optimally without losing room for self-development and innovation.
Academic Integrity: The Main Pillar of the Lecturer Profession
In addition to the administrative and technical aspects of position promotion, the Head of LLDIKTI Region IV also emphasized the importance of academic integrity for all lecturers. He reminded that lecturers must uphold the values of scientific honesty and avoid various forms of violations. These violations include data fabrication, data falsification, plagiarism, unauthorized authorship, conflicts of interest, and duplicate submissions of scientific works.
“Violations of academic integrity not only harm lecturers personally, but also tarnish the good name of the institution where the lecturer is affiliated. Therefore, let us protect the academic dignity as part of the commitment to building quality higher education,” said Dr. Lukman. This statement received appreciation from the participants who realized the importance of academic ethics in carrying out their profession as professional lecturers.
New Policy: Emeritus Professor and Lecturer Income Scheme
One of the interesting points conveyed by the speaker was the latest policy regarding Emeritus Professors. Dr. Lukman explained that professors who have reached retirement age can be reappointed at Private Higher Education Institutions (PTS) up to the age of 75 with the approval of the academic senate. This policy is designed to strengthen the science and technology (IPTEK) ecosystem in Indonesia, while also providing room for senior professors to continue contributing through knowledge transfer and mentoring for young lecturers.
Regarding the lecturer income scheme, the speaker explained that based on the latest regulations, lecturers are entitled to receive several income components. These components include basic salary, professional allowance for lecturers who already have an educator certificate, functional allowance according to the job level, special allowance for lecturers serving in special areas, and honorary allowance specifically intended for Professors. This income structure is designed to provide proper appreciation for the dedication and contribution of lecturers in building the nation through higher education.

The socialization activity took place very interactively. In the Q&A session, UNTAG Cirebon lecturers showed high enthusiasm by asking various questions, ranging from the technicalities of submitting a promotion application through the SISTER system, strategies for writing articles in reputable international journals, mechanisms for recognizing community service, to the opportunities for the Job Leap scheme for outstanding young lecturers. Each question was answered comprehensively by Dr. Lukman and the LLDIKTI Region IV team.

One of the participating lecturers stated that this activity was very useful for re-mapping their academic career plans. “After attending this socialization, we have become more understanding of what needs to be prepared for the submission of the next academic position. The information provided was very complete and directly from an authoritative source,” he said. The warm and constructive discussion atmosphere became an indicator of the success of this socialization activity.
