The Faculty of Law at UNTAG Cirebon Holds the Opening of PKPA Batch III, A Manifestation of Commitment to Producing Professional and High-Integrity Advocates

CIREBON – The Faculty of Law, Universitas 17 Agustus 1945 (UNTAG) Cirebon once again demonstrates its commitment to producing legal practitioners who are professional, possess high integrity, and are ready to face the challenges of the modern legal world through the organization of the Special Education for Advocate Profession (PKPA) Batch III. The opening event of the PKPA was held on Saturday, June 6, 2026, with great solemnity and academic spirit at the UNTAG Cirebon campus.

This PKPA program is held as a tangible form of institutional cooperation between the Faculty of Law at UNTAG Cirebon and DPN PERADI in an effort to improve the quality of human resources in the legal field, especially prospective advocates who will later become an important part of law enforcement in Indonesia. In the implementation of PKPA Batch III this time, the activity was attended by 11 participants from various professional backgrounds. Interestingly, some participants are alumni of the Faculty of Law at UNTAG Cirebon, in addition to those coming from the ranks of entrepreneurs, corporate legal staff, politicians, and other practitioners who have an interest and commitment to delve into the advocate profession.

The implementation of the activity was chaired by Dr. H. Hermanto, S.H., M.H., together with the committee ranks of the Faculty of Law at UNTAG Cirebon who had prepared the activity well to create a quality and conducive educational process. The opening ceremony of PKPA Batch III was also attended by the Chairman of the Universitas 17 Agustus 1945 Cirebon Foundation Prof. Dr. H. Dey Ravena, S.H., M.H., structural ranks of the Faculty of Law, Head of SPMI Dr. Yeti R., S.H., M.H., Vice Dean II Saefudin, S.H., C.N., M.Si., as well as Head of the Study Program Yuliana S.W., S.H., M.Kn. The presence of the foundation’s leaders and the academic community serves as proof of full support for the development of legal professional education within UNTAG Cirebon.

PKPA as a Manifestation of the Campus’s Commitment to Producing Quality Law Enforcers.

In her remarks, the Rector of UNTAG Cirebon Dr. Hj. Erna, Dra., M.Si. conveyed that the continuation of the PKPA implementation up to Batch III is tangible proof of the campus’s commitment, especially the Faculty of Law, in producing quality law enforcers in Indonesia. According to her, the legal world requires human resources who not only understand legal theory but also possess practical abilities, professional ethics, and strong moral integrity. Therefore, the existence of PKPA is highly important as one of the strategic stages in producing prospective professional advocates.

The Rector also expressed her pride in the ongoing cooperation between UNTAG Cirebon and PERADI as a credible advocate professional organization in Indonesia. This collaboration is considered an important step in ensuring the quality of advocate professional education runs according to current standards and the needs of the legal world. “The continuation of PKPA up to the 3rd Batch is tangible proof of UNTAG Cirebon’s commitment to producing quality law enforcers who are ready to serve the community and the nation,” she expressed in her speech.

Advocate as an Officium Nobile or a Noble Profession

In her remarks, the Rector also emphasized that the advocate profession is an officium nobile or a noble profession. This designation is not without reason, because an advocate has a great responsibility in defending justice, assisting the community in seeking legal truth, and maintaining the supremacy of law so that it remains upheld in Indonesia. The advocate profession is not just a profession oriented towards work or income, but also a humanitarian profession closely related to the value of justice and the protection of community rights. Because of that, becoming an advocate is not enough by merely relying on intellectual intelligence or mastery of legal articles. More than that, an advocate must possess moral integrity, honesty, ethics, and a high commitment to the values of justice.

The Rector emphasized that the challenges of the legal world today are increasingly complex. Therefore, future advocates must be able to protect the dignity of the profession while upholding the code of ethics and professionalism. This message serves as an important reminder for all PKPA participants that the advocate profession is an honorable profession that must be carried out with great moral and social responsibility.

PKPA as the Mandatory Gateway to the Advocate Profession

Furthermore, the Rector of UNTAG Cirebon explained that PKPA is a mandate of Law Number 18 of 2003 concerning Advocates. This program becomes the mandatory gateway that every prospective advocate must pass through before officially entering the professional world. Through PKPA, participants not only gain strengthening in legal theory but also acquire practical provisions for litigation, non-litigation, trial techniques, the advocate code of ethics, up to the ability to face legal issues in the real world. PKPA also serves as a momentum of transformation from a law graduate into a prospective legal practitioner ready to dive directly into the community. “PKPA is an important stage in shaping prospective advocates who are professional, possess practical skills, and are ready to face the real challenges of the legal world,” the Rector explained. In today’s modern era, the need for professional advocates is increasingly rising. Not only in courts, advocates also have a strategic role in the business world, government, protection of community rights, dispute resolution, to legal assistance in various sectors of life. Therefore, professional education like PKPA becomes one of the crucial instruments in improving the quality of the legal profession in Indonesia.

The Rector’s Message to PKPA Batch III Participants

To all PKPA Batch III participants, the Rector of UNTAG Cirebon advised them to follow the entire educational process earnestly and with a spirit of learning. She invited participants to absorb as much knowledge as possible from senior instructors who have long experience in the world of legal practice. In addition, participants are also expected to be able to build a critical mindset and comprehensively improve their legal analysis skills. Not only that, participants are also asked to build healthy networks or networking with fellow participants as well as legal practitioners involved in PKPA activities.

According to her, the professional relationships built since the education period can become significant capital in an advocate’s career journey in the future. On this occasion, the Rector also reminded participants to always carry the spirit of nationalism and the noble values of Pancasila as part of the identity of UNTAG Cirebon graduates. She hopes that after completing PKPA and passing the Advocate Profession Exam (UPA), participants will not only become academically intelligent advocates but also possess strong characters, care for grassroots communities, and be capable of maintaining the good name of the alma mater and professional organization. This moral message received serious attention from the participants present. Because amidst the increasingly complex dynamics of the legal world, integrity and social concern become very important traits for an advocate to have.

Remarks by the Chairman of DPC PERADI Cirebon: The Importance of Legal Sensibility

On the same occasion, the Chairman of DPC PERADI Cirebon, Mr. Ugi Hikmat Sugia, S.H., also delivered an inspiring speech to the PKPA Batch III participants. In his presentation, he explained the importance of legal sensibility or legal sensitivity that an advocate must possess. He gave a simple illustration regarding the difference in perspective between an economist and a legal expert in viewing an issue. For instance, when a shop closes, an economist might view the problem from the side of poor bookkeeping or financial management. However, from a legal perspective, an advocate must be able to see the possibility of legal issues, such as unpaid customer debts.

From such minor issues, an advocate must be able to read potential legal cases and provide legal solutions to the community in need. According to him, the ability to see the source of a case from everyday problems is one of the important competencies in the advocate profession.

Advocates Must be Sensitive to Social Issues

The Chairman of DPC PERADI Cirebon also explained that an advocate must have high sensitivity towards social issues in their surroundings. He gave an example of a Domestic Violence (KDRT) case. In household issues, ordinary people might only see quarrels as a result of economic problems or ordinary family conflicts. However, someone with legal sensibility must be able to see the potential for law violations and think about legal assistance steps for the victim. An advocate, according to him, must have the ability to be present to provide legal protection to the community that needs help. “Prospective advocates must have good legal sensibility to be able to see and help with legal issues around the community,” he said.

He also reminded prospective advocates not to focus too much on major political issues at the national level, but to pay more attention to real issues around the local community. Because it is precisely from those everyday issues that an advocate can tangibly carry out their professional functions and provide direct benefits to the community.

Illustration of the Sense of Justice in Everyday Life.

In his speech, the Chairman of DPC PERADI Cirebon also provided a simple illustration of the sense of justice in everyday life. He exemplified how to divide one cake between two children of different ages. Whether it should be divided equally or adjusted to the needs of each child. Through this illustration, he wanted to explain that justice does not always mean equal division, but must consider proportionality and needs objectively. This kind of understanding is what an advocate must have when handling various legal issues in the community.

Advocates do not only work based on legal texts alone, but must also understand the sense of justice living within the community. This message provided an important insight for PKPA participants regarding how the law must be understood contextually and humanistically.
